Is the composer even a musician?
This is full of notation errors so egregious that you have to assume that the composer knows nothing about writing music. The intro and outro are metrically displaced, rhythms are incorrectly notated for the meter, accidentals are squashed or the wrong enhramonic choice, etc. And this isn't even getting into the poor compositional choices. It reads like someone played an improvisation into music notation software and never bothered to clean it up. At all.
