It isn't the longest concert band piece in the world, but the irony of the title becomes clear before the woodwind soloists start their fugue sometime after time offset 4:00; or when the big build-up to the cadence at 5:45 fails to bring the piece to a close, but instead ushers in a rhythmic, jazzy episode featuring several soloists; or when, more than 8 minutes in, the woodwind soloists return. There is hope for an ending at time offset 9:15, when the opening theme returns triumphantly.
Ultimately the piece comes in at under ten minutes, which isn't so long after all, but the title sets a different expectation.
There are too many solo passages to mention individually here, as well as brutally-exposed section features for the Horns, Clarinets, Saxophones, and Mallets.
