The entire work was composed for the solo violinist to tune their G string up to a B flat.
There are two arrangements in this PDF score. The first is in the original setting with the violin part tuned to B flat, which means lots of flats for the string orchestra! The other version is with the violin part played with the G string at its standard tuning.

Transposing Violin Or Bad Editing?
Solo part was not transposed to fit the arrangement of the accompaniment. Therefore, the solo is 3 semitones off. Luckily, it's a simple transposition on sight to fix it, but there's maybe an editor sitting somewhere that should not have that position...
