Also known as "Mainsail Haul," "Paddy Lay Back" is a traditional sea shanty. It is a work song typically sung around the capstan which is a large wheel used for rigging. A pawl is a movable lever that engages a fixed component to either prevent movement in one direction or restrain it in another. In this case it would prevent rigging from slipping and crashing down. Valparaiso is a major sea port in Chile.
